How does APD decide whether a group home has enough staff?

Can APD require more staff than the minimum for my licence?

Yes. Rule 65G-2.008(1)(b) makes it the licensee responsibility to provide adequate staffing levels to meet the health and safety needs of each resident, even if the staffing levels exceed the minimum identified for the facility.

Does the staffing requirement change when a resident changes?

Yes. Rule 65G-2.008(1)(b) says staffing patterns must meet the requirements as residents move in or out of the facility or when the identified level of need changes, so the number is not fixed at licensure.

How Many Staff Does a Florida Group Home Need?

There is no ratio in the rule. What Florida requires is the staffing pattern you told APD you would run - and a duty to exceed it when the people living there need more. Here are the eleven things APD weighs.

What is the staff-to-resident ratio for a Florida group home?

There is not one. Chapter 65G-2 sets no fixed ratio. Rule 65G-2.008(1) requires "adequate staff" and, at a minimum, the "staffing pattern sufficient to accommodate the number and characteristics of the residents it offers to serve in its most recent application for licensure and as approved by the Agency." Separately, 65G-2.009(6)(b) requires at least one staff person present at all times while residents are in the facility.

Operators look for a number here and there is not one to find. That is not a gap in the rule - it is the rule choosing to measure the residents rather than the building.

The standard is your own approved pattern

The floor is what you told APD you would do. If your most recent licence application described a staffing pattern for the number and characteristics of residents you serve, that pattern is the minimum - and it is specific to your home rather than to group homes generally.

The eleven things APD weighs

Rule 65G-2.008(1)(a) lists what the Agency considers when deciding whether a facility has adequate staff:

The documented level of need for each resident
State and federal requirements
Behaviour plans, support plans and safety plans
Medically ordered care
Additional staffing the licensee has identified for residents funded through other means
Court orders, where they apply
The number of residents and their unique service requirements
The competency, training and education of staff
The range of services offered

Notice how many of those are about individual people rather than about the home. Two homes with six residents each can owe very different staffing, and the same home can owe different staffing after one move-in.

The minimum is a floor, not a ceiling

Rule 65G-2.008(1)(b) is blunt about it: it is the licensee responsibility to provide adequate staffing to meet the health and safety needs of each resident "even if the staffing levels exceed the minimum identified for the facility." And staffing patterns must keep meeting the requirements as residents move in or out, or when a level of need changes.
