The fair question about any compliance product is how you know its rules are right. So here they are, in the open: 23 requirements, each with the statute or rule it comes from and the date a person last read that source. If we cannot cite it, we say so.

This is what Care Wizard tracks — not a complete list of Florida law.

Your service type, your staff’s roles and your APD regional office can add to it. Where a cadence is our own reasonable default rather than something a rule states, the note says exactly that — because the difference matters when you are the one answering for it. General guidance, not legal advice.

Screening & pre-service

What has to be settled before somebody works with a resident. These are the ones with no grace period.

Level 2 Background Screening

F.S. 393.0655(1), amended 2026 session effective 7-1-2026 to add “all employees, managers and supervisors” (who must be screened) + F.S. 435.04 (level 2 standards); 5-year rescreen F.S. 435.12(2). APD Provider Advisory 2026-018, 8-6-2026, and its Q&A.

The 2026 Legislature widened this to EVERY employee of a licensed residential facility or ADT program, whatever their job title — administrative, maintenance, housekeeping, janitorial, dietary, transportation and office staff included. Staff hired before 1 July 2026 are not grandfathered. Job title and tax classification do not decide it: APD says to judge each working relationship on the whole picture, so calling someone a contractor or a volunteer does not by itself put them outside this. Each person must also appear on your Clearinghouse roster and stay eligible there — and somebody with a pending exemption from disqualification may not work in the meantime. Training and orientation may begin while an initial screening is pending; working with residents may not.

65G-8.002(4) is blunt about this: “Training certification is valid for one year. Before the certificate expires, staff must undertake a full training curriculum to obtain new certification.” The curriculum itself must be at least twelve direct training hours, so budget a full re-take every year, not an hour-long update.

One-time, not biennial. The 2-year HIV/AIDS continuing education in F.S. 456.033 applies to licensed health-care practitioners at relicensure, not to unlicensed direct-care staff.

At a behavior-focused home the hours must relate to behavior analysis — the subject changes, the count does not. Retaking a basic APD course does not count toward them. The separate “20 contact hours” you may have heard of is a one-time qualification for billing the behavior focus rate, held by 75% of the staff on those recipients.

A federal requirement from a different regulator than APD, checked at a different inspection. Note that APD's handbook accepts bloodborne-pathogen courses for its own AIDS/HIV/Infection Control row, so one certificate can satisfy both.

Medication Administration Training

The exam has to be taken within three calendar days of the course, and needs 85% on course content and 100% on the MAR section. Miss the three days and the course has to be taken again.

Revalidation has to fall in the 60 days immediately before the expiration date. Too early does not count; past expiration means no medication administration and a full retake of the course. The first validation has its own clock: within 180 days of finishing the training.

Rule 65G-7.004(4), (5)(d), (6)(c), (7)(a)3., F.A.C. (amended 3-26-2026). APD Provider Advisory 2026-008, 4-30-2026, which supersedes 2025-007.

Insulin is its own track on top of Basic Medication Administration — a separate course (90% on content, 100% on the APD Insulin Administration Log), a separate validation, and a separate annual update. That update certificate, APD Form 65G-7.004 C, is dated March 2026, so a process set up before then will not include it. First validation is due within 180 days of finishing the course; each year after that, the annual update course plus revalidation inside the 60 days before the current insulin validation expires. This is no longer group homes only — APD extended it on 30 April 2026 to supported living settings and adult day training. There is also no safety net here: 65G-7.004(8)(d) says a temporary validation cannot be issued for insulin.

Also its own track, with its own course (85% on content, 100% on the simulated return demonstration), its own validation, and its own annual update. Being current on basic medication administration does not cover it, and a temporary validation does not either.

We used to call the annual re-pull a sensible default rather than a requirement. Reading the amended rule text corrected that: 65G-2.008(4)(b)2. says licensees must update their staff driving history on an annual basis. The 3-year disqualifier at (4)(b)1. covers DUI and any moving violation that suspended or revoked the license.
